How to fix cURL error 28: Connection timed out in WordPress

Today, when I tried to check my wordpress site's heath check then I get the following error. could anyone help me how to resolve this curl error?

There are few reasons that cause the CURL error. Please do check and make sure that everything should work fine.

Please make that your server has the latest version of PHP and the cURL library
Ask your hosting providers if there is some limitation with wp-cron, or if loopback is disabled.
Try to increase your Server Memory Limits settings.
Ask your host if there a firewall or security modules (e.g. mod_security ) that could block the outgoing cURL requests.
